Bob's Opinion 
With a grain of salt, reverend. The officers were being politically correct, and would rather not upset or rock the boat, because of a political climate that prevails for too many decades. If, the officers were to have been hardcore and done what they should have done, and, if the woman did not have a gun or was not on her way to commit murder, the officers stood to be on the receiving end of a civilian complaint. Rather than generate a situation where a complaint would have been lodged, the officers skimmed over the situation. The officers did their job as political correctness mandates.
Taking a shortcut or bypassing what should have been done. How does the saying go, “Spare the rod, spoil the child”? Policework-Lite, it can be a real killer, at times.
